For the first time, Tinsukia Division under N.F. Railway has sanctioned 02 cases of way-leave applications using the Indian Railways Rail Bhoomi Crossing Seva (IR-RBCS) system on 07thFebruary, 2023. The 02 cases of way-leave applications were submitted by Assam Gas Company Limited (AGCL) for Gas / Oil Pipeline in Simalguri – Mahutgaon & Mezenga – Namtiali sections.
Indian Railways Rail Bhoomi Crossing Seva (IR-RBCS) is a web based application for Way-Leave Easement Rights provided by Indian Railways under the IRCEP Portal. This facility has been provided to fast-track way-leave applications and sanctions, in a totally digital manner. Application for grant of land leasing/licensing and way leave permissions shall be submitted on respective online portals only. Approval in all cases shall be granted online. The system uses Digital Signatures for complete authenticity and integrity, allows Digital payments, Real-Time monitoring, generates instant alerts and notifications and can be used for all types of Way-Leave applications such as pipeline, culvert, cable, powerline, etc.
This policy enable integrated development of infrastructure aligned with PM Gati Shakti framework and to attract more cargo to rail, the extant policy for leasing, licensing and Right of Way (ROW) of railway land has been simplified. Infrastructure for all public service utilities viz. electricity, gas, water supply, telecom cable, sewage disposal, drains, optical fibre cables (OFC), pipelines, roads, flyovers, bus terminals, regional rail transport, urban transport and any other such infrastructure shall be permitted.
